So here's a good question, how do you contact someone in perfect world? Do you just do a shout out?

If you know their character name, the first thing you can do is send them an ingame email. After that, both parties must be online at the same time. You can schedule a meeting time to make things easier, but you can also do it from afar. You want to add each other to your friends list (can only be done when both are online). Once they are on your friends list, you can see when they are online and communicate with them that way.

So you can only add to friends list if you're both online? Also how do you send an ingame email?

That is correct. You need confirm friends first before they are added tot he friends, that way your friends list will be mutual and not full of random people.

To send an ingame mail, find a post box (located in most every city, ususally near the banker). From there you can send a mail by selcting "Write" and filling in the information. All mails cost 500 coin to send.
